Damging Public Properties!

 i was on my way to work (5th ring road) so i notice some one wrote on the Concrete at the 5th ring road B.N.P BANGLADESH!!

 

After googling i just found one defination for the Shortcut B.N.P which is "British National Party" but i think they mean Bangladesh instead of British, the question is where are the responsible of preventing this type of Damging on Public Properties!
